General of Civil Aviation, Deputy Director General Recruitment Rules, 2019

The President in exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Civil Aviation, Directorate General of Civil Aviation (Joint Director General and Deputy Director General) Recruitment Rules, 2012 in so far as they relate to the post of Deputy Director General in the Directorate General of Civil Aviation except as respects things done or omitted to be done before such supersession, has made the Ministry of Civil Aviation, Directorate General of Civil Aviation, Deputy Director General Recruitment Rules, 2019 which were notified today, i.e. on 20thJune 2019, vide notification G.S.R. 437(E).

As per the Rules:

For the post of Deputy Director General:

  • Number of Posts: 10* (2019) *Subject to variation dependent on workload and as per the following distribution in consonance with Ministry of Civil Aviation Order No. A- 12018/01/2019-E-II Section-DGCA dated 15.03.2019: –

(i) Airworthiness Directorate – Five (05) posts.
(ii) Operations Cadre – Two (02) posts.
(iii) Air Safety Directorate – One (01) post.
(iv) Aircraft Engineering Directorate, Directorate of Flying Training and Directorate of Regulations and Information – Two (02) posts.

However, the aforesaid distribution of posts shall be reviewed after every five years in consultation with the Department of Personnel and Training.

  • Classification: General Central Services, Group ‘A’ Gazetted, Non- Ministerial.
  • Level in the pay matrix: Level -13A- in the pay matrix (` 131100- 216600).
  • Type of post: Selection post.
  • Method of recruitment: By promotion failing which by deputation including short-term contract.
  • In case of recruitment by promotion or deputation or absorption, grades from which promotion or deputation/absorption to be made:

Promotion:

Director in the Directorate General of Civil Aviation in Level 13 in the pay matrix (Rs. 123100-215900) with two years’ regular service in the grade and having successfully completed two to four weeks training as prescribed by Directorate General of Civil Aviation from time to time.

Note 1: The Director in various Directorates under the Directorate General of Civil Aviation shall be eligible for promotion only for the number of posts of Deputy Director General in his own stream as per the distribution of posts for each cadre or the Directorate specified in column (2) of the Schedule to these rules. 

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Deputation (including short-term contract):

Officers under the Central Government or State Governments or Union territory Administrations or Universities or recognised research institutions or public sector undertakings or Central Armed Police Force or statutory or autonomous organisations,-

(a)

(i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with two years’ service rendered after appointment to the post on regular basis in level 13 in the pay matrix (Rs. 123100-215900) or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience:-

(i) Degree in Mechanical Engineering or Electrical Engineering or Aeronautical Engineering from a recognised University or Institute; and

(ii) twelve years’ experience in the field of airworthiness or air safety or aircraft engineering including five years’ experience in planning and administration in the aviation sector.

Note 1: The departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: The period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed five years.

Note 3: The maximum age limit for appointment by deputation (including short-term contract) shall not be exceeding fifty six years as on the closing date of receipt of applications.

  • Composition of Departmental Promotion Committee (if any): Group ‘A ’ Departmental Promotion Committee consisting:
    Chairman/Member, Union Public Service Commission – Chairman
    Secretary, Ministry of Civil Aviation – Member; and
    Director General of Civil Aviation – Member.
  • Circumstances in which Union Public Service Commission is to be consulted in making recruitment: Consultation with Union Public service Commission necessary while appointing an Officer on deputation (including short term contract).
