MCI relaxes requirements for PG teachers in Medical Institutions

The Medical Council of India on 12th February 2020, vide Notification No. MCI-12(2)/2019-Med.Misc./189334 notified the Minimum Qualifications for Teachers in Medical Institutions (Amendment) Regulations, 2019 through which the MCI has made some relaxations in the requirements for the post graduate teachers in medical institutions.

  • Earlier where at least two research publications were required, now only one is required.
  • Earlier, where at least 6 years teaching experience was required, now only 5 years teaching experience is required.

For the posts of Professor/Addl. Professor in Broad Specialties (MD/MS) and Professor/Addl. Professor in Super Speciality (DM/M.Ch./DNB)

  • Earlier, where 4 Research Publications (in Indexed Journal on Cumulative basis with minimum of 2 Research Publication during the tenure of Associate Professor as Ist Author or as corresponding author) were required, now 3 Research publications (atleast two as Associate Professor) (only original papers, meta-analysis, systematic reviews, and case series that are published in journals included in Medline, Pubmed Central, Citation index, Sciences Citation index, Expanded Embase, Scopus, Directory of Open access journals (DoAJ) will be considered). The author must be amongst first three or should be the Corresponding author.

However, for these posts of Professor/Addl. Professor in Broad Specialties (MD/MS) and Professor/Addl. Professor in Super Speciality (DM/M.Ch./DNB), the candidate:

Should have completed the Basic course in Medical Education Technology and the basic course in biomedical research from Institution(s) designated by MCI.

But for the transitory period of 2 years w.e.f. the date of this notification, the appointment/ promotion to the post of Professor can (not mandatory) be made by the institution in accordance with the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998” as prevailing before issuance of this notification.

For the post of Associate Professor in Broad Specialties (MD/MS) and Associate Professor in Super Speciality (DM/M.Ch./DNB)

  • Earlier, where 2 Research Publications (in Indexed Journals as 1st Author or as corresponding author) were required, now one Research publication (only original papers, meta-analysis, systematic reviews, and case series that are published in journals included in Medline, Pubmed Central, Citation index, Sciences Citation index, Expanded Embase, Scopus, Directory of Open access journals (DoAJ) will be considered) is required. The author must be amongst first three or should be the Corresponding author.
    • Note: Research project in lieu of publication/authorship can be considered only if the person is Principal or Co- Principal investigator (P1/CoPI) of a research project funded by a national research body such as Indian Council for Medical Research (ICMR), Department of Science & Technology (DST), Department of Bio- Technology (DBT) or any such body.

However, for these posts of Associate Professor in Broad Specialties (MD/MS) and Associate Professor in Super Speciality (DM/M.Ch./DNB), the candidate:

Should have completed the Basic course in Medical Education Technology and the basic course in biomedical research from Institution(s) designated by MCI.

For the post of Assistant Professor in Broad Specialties (MD/MS)

  • Now, in case of a DNB candidate equated to MD/MS in terms of clause 4A of Schedule-I, in addition to 3 year teaching experience in the subject as Resident/ Registrar/ Demonstrator/ Tutor/ or work experience gained during DNB training, one year as Senior Resident in the concerned subject in a recognized/permitted medical college is required.

For the post of Senior Resident in Broad Specialties (MD/MS)

  • Earlier where the age limit was upto 40 years, now it is upto 45 years.
Also now, The academic qualification for any new broad specialty or super specialty shall be the one shown at the time of notifying the new specialty in these Regulations. Persons appointed as teaching faculty during the transition period shall be entitled for promotion to the post of Associate Professor/Professor even after the transition period is over. However, once the intake capacity of the new specialty or super specialty reaches the number 100 in Medical Institutions falling within the ambit of the Indian Medical Council Act, 1956 and remains 100 or above for three consecutive academic years, the matter shall be reviewed by the Council whether to continue with the same academic qualifications or mandate that new appointments shall be made of persons with the required academic qualification of that specialty.

    Please inform me what are the requirement to become additional Professor.

  2. Sir I am at present associate professor , anaesthesiology with teaching experience of >10years and I have querry that do publication in indexed journal should be in that speciality (means in anaesthesia ) as I have two publications in research and evidence basdd journal which is indexed
